Societies need forward-thinking knowledge institutions in the water sector to help them deal with the opportunities and crises that will arise in the future. India has some leading, high-performance knowledge institutions. But it also has many more that no longer deliver high-value thinking, insights or perspectives. In many developing countries, their governments dominate the field of water resources management. Even in “participatory irrigation management” efforts, the governments play a dominant role. As these efforts are rarely based on any internally generated demand from the water users, they usually fail to create viable organizations at the local level. A similar setback can be seen in the more recent institutional reforms in Asia’s water sector, which are promoted by the donor agencies and, national and international development professionals. Although many irrigation systems in the dry zone of Sri Lanka have water shortage problems, water consumption is very high during land preparation. This paper analyzes the impact of institutional interventions on efficient water management, especially during the land preparation period. It provides a comprehensive understanding of the factors behind prolonged periods of land preparation so that system managers and farmers communities can develop appropriate interventions to reduce water consumption.

Institutions, impact synergies and food security: a methodology with results from the Kala Oya Basin, Sri Lanka AgEcon

The success of development programs depends on the role of underlying institutions and the impact synergies from closely related programs. Existing literature has limitations in accounting for these critical factors. This paper fills this gap by developing a methodology, which can quantify both the institutional roles in impact generation and the impact synergies from related programs. The methodology is applied to the Kala Oya Basin in Sri Lanka for evaluating the impacts of three development programs and 11 institutions on food security. The results provide valuable insights on the relative roles of institutions and the varying flow of impact synergies both within and across impact pathways.

Seasoning a Monopsonic Processor for Collective Action amongst Pepper Producers in Costa Rica AgEcon

The small-scale pepper producers in the El Roble settlement Costa Rica face a monopsonistic market. Only one processing firm is buying the fresh pepper bunches. The processor has all bargaining power to decide on the price paid to the farmers and the quality selection criteria. The rejection rates are high, which is why farmers decided to market their pepper collectively. They started organizing the selection and transport of pepper and entered into group contracts with the firm. The challenges of integrated river basin management in India: issues in transferring successful river basin management models to the developing world AgEcon
International Water Management Institute, IWMI-TATA Water Policy Program.
The problems that river basin institutions in the developed world successfully address—such as pollution, sediment buildup in rivers and the degradation of wetlands—are not the top priorities for Indian policy makers and people. The items that do top Indian agendas—providing access to water for drinking and growing food, eradicating poverty, and stopping groundwater overexploitation—are either unresolved in the developed world or have become irrelevant due to economic development.
